Royal Decree 933/2021 addresses document registration and information obligations in accommodation activities and intermediation in tourist property rentals, as well as vehicle rentals. Its main goal is enhancing public safety by facilitating user and accommodation activity identification to prevent illicit acts.
The decree applies to individuals or legal entities offering tourist accommodation services, including hotels, guesthouses, hostels, tourist apartments, campgrounds, and any short-stay accommodation. It also applies to companies and individuals intermediating tourist property rentals, like online platforms or agencies facilitating vacation property bookings or short-term stays.
Additionally, it affects motor vehicle rental companies without driver, including cars, motorcycles, vans, and other vehicles.
RD 933/2021 entered into force on January 2, 2023, but after an adaptation period until June 2, 2023 and two extensions (1st extension January 31, 2024 and 2nd extension October 31, 2024), its validity period began December 2, 2024.
From December 2, 2024, managers whose business relates to described activities must start communications with authorities as outlined in the RD 933/2021 ANNEXES. Non-compliance may result in penalties.
