Guest registration on the Alloggiati web portal of the State Police

If you have a holiday accommodation, you should know that article 109 of the T.U.L.P.S. obliges you to keep a guest register, as well as to send these records to the police headquarters. Before the Alloggiati web portal was used, those responsible for tourist accommodations had to go in person to the police headquarters to deliver the guest registration books or do so by registered letter. With both methods, an acknowledgment of receipt was issued by the police headquarters. With the arrival of the portal, you can register guests with the state police online.

Remember that with Check-in Scan you can send the guest forms automatically to the authorities. Download the app now and stop worrying about guest registration.

What is the Alloggiati web portal?

The Alloggiati web portal is an online guest registration portal used by people responsible for tourist accommodations and owned by the state police. This portal allows owners or managers of tourist accommodations to digitally communicate the data of accommodated guests in their establishments, by completing the traveler form. The purpose of this portal is to replace in-person communication of the guest register so that procedures can be carried out online.

How to register guests with the state police

To find out how to register with the police headquarters, we recommend following a series of steps. You can also look for information about how it works on the frequently asked questions page on the Alloggiati web portal.

How to sign up for the Alloggiati portal?

To be able to access the Alloggiati web portal, you must obtain access credentials. The credentials can be obtained at the nearest police station. To register you, the police station will ask you for the business license or SUAP receipt, the VAT registration and the personal documents of the person responsible for the tourist accommodation. If the owner of the accommodation cannot attend in person or has doubts about the documents to be provided in order to obtain credentials for the Alloggiati web portal, we recommend calling the nearest police station.

How to register guests on the Alloggiati web portal?

The credentials you are given by the police will consist of a username, a password and a PUK. Once these access credentials have been obtained, you will be able to log into the platform using a one-time OTP and submit the traveler registration reports. Once inside the platform you will find the option to click on “present accommodation”. In this section, you can complete and submit the form for a guest. When a single person arrives at the accommodation, the state police defines them as a single guest; however, when a group arrives, the state police consider one of the guests as the main guest and the others as people linked to them. To register a single guest, you simply have to fill in the traveler form with the data shown below; however, when we are dealing with a main guest heading a group of people, you will have to add both the traveler form for the main guest and for the people belonging to the group. The following data must be entered:

  • Type of document and its number.
  • Place of issue.
  • First name.
  • Surname.
  • Sex.
  • Date.
  • Place of birth.
  • Citizenship.
  • Date of arrival.
  • Expected departure date.
  • It is forbidden by law to take a photograph or photocopy of the identity document because it is prohibited under the General Data Protection Regulation 2016/679 (General Data Protection Regulation, GDPR).

How long do I have to register guests on the Alloggiati web portal?

If guests stay in the accommodation for more than 1 night, you will have up to 24 hours to register with the state police. If guests stay only 1 single night in the accommodation, you will have up to 6 hours to send their data. In both cases, when you complete the guest registration, you will receive an acknowledgment of receipt signed with a digital signature that you must keep for 5 years. Remember that, for guests who stay at least 30 days, registration in the Alloggiati Web portal is replaced by registration of the rental contract with the Revenue Agency.

What happens if I do not register guests on the Alloggiati web portal?

If you do not want to register guests on the Alloggiati web portal, you will be committing an unlawful act, since article 109 of the T.U.L.P.S. states that guest registration is completely mandatory and you will be reported to the Public Prosecutor’s Office. The penalties for not registering guests are usually financial, increasing in amount depending on the seriousness of the offence committed.

What should be done if the Alloggiati web portal does not work?

If the Alloggiati web portal is not available, the guest registration must be sent by certified email or PEC, where the following information must be indicated: In the subject line you must indicate “Guests of the day XX/XX/20XX” (day, month and year), the name of the tourist accommodation and the access number (username). In the body of the email you must state the reasons why you have not been able to send the guest registration via the Alloggiati Web portal and, after that, the guests’ data.
