Every host or accommodation manager must complete the Traveler Registration process and send it to the authorities, regardless of the type of accommodation offered (hotel, rural house, vacation apartment, etc.). Failure to comply with this obligation results in substantial financial penalties.
Until now, guest registration with authorities has been handled through Guardia Civil Hospederías and WEBPOL, but to streamline the process and centralize all communications in one platform, the Ministry of the Interior has created the SES.HOSPEDAJES platform.
*Note that this is a guideline for registering on SES.HOSPEDAJES and subsequently linking it with the Check-in Scan platform.

SES.HOSPEDAJES is a platform developed by the Ministry of the Interior through which individuals and legal entities can submit the required data under Royal Decree 933/2021 (Consolidated text) collected through the Traveler Forms.
The new platform requires more guest data than previous registrations, including some that are very difficult to verify, such as relationships between guests or their full addresses. You can find the complete list of required data in Annex 1 of the aforementioned decree.
The platform collects 21 data points per guest, including full name, ID document, nationality, date of birth, full address, country of residence, check-in and check-out dates, and kinship relationships within the group. All this data must be submitted within the first 24 hours after check-in.

Have questions about the new regulations?
The SES.Hospedajes platform began operating on January 2, 2023, with a 5-month adaptation period until June 1, 2023. However, due to technical complexity, the Ministry of the Interior issued a press release extending its use until October 1, 2024. Close to that date, the Ministry of the Interior published an official statement delaying the mandatory use of Traveler Registration on the SES.Hospedajes platform until December 2, 2024, the definitive date when Royal Decree 933/2021 came into full effect, making Traveler Registration mandatory through the platform.
To start using SES.HOSPEDAJES, first access the platform. Then, find the “Access to Establishments and Entities Registration” section and click the @ in the “Access” column.
Registration must be done by the accommodation manager (owner or operator). If it’s an operator, they must use their personal digital certificate, not the owner’s. Shared credentials are not allowed.
Responsibility for registering on SES.HOSPEDAJES falls on the person in charge of the accommodation, not necessarily the owner:

Once completed, select the “Identification Platform for Administrations,” such as “CL@VE PIN,” “DNIE / ELECTRONIC CERTIFICATE,” “MOBILE CL@VE,” or “PERMANENT CL@VE.”
Use Cl@ve PIN or Cl@ve Móvil if you don’t have a digital certificate. They’re easier to manage and sufficient for SES.HOSPEDAJES access. The digital certificate is only required for initial registration.

If you don’t have any of these yet, here are instructions on how to obtain them:
Once logged in via an identification platform, you’ll see 2 options. If you’re already registered and want to modify accommodation data, click Access on the right. If you want to register a new accommodation, click Fill Form on the left.
You’ll need the Digital Certificate when registering your property on the Ministry platform to obtain SES.HOSPEDAJES access. Check-in Scan never requests platform credentials or digital certificates for guest registration.
Additionally, you’ll need the autofirm@ or cl@ve firma program to digitally sign the establishment registration request.
IMPORTANT: Since these are government identification tools external to our platform, technical support for them is beyond our scope. For issues with these tools, consult legal advisors.
Next, complete a form with data about the accommodation and its holder. At this point, important: check the box “Web service communications” if using automatic data communication tools with authorities like Check-in Scan.

If you’ve followed all steps correctly, you should soon receive an email from the Ministry of the Interior confirming your accommodation’s registration in their database. The same email will include important data such as the registration number, landlord code, and establishment code. Save these where you can easily access them. You’ll also receive login credentials for SES.HOSPEDAJES without needing the Digital Certificate or Cl@VE.

No sanctioning procedures will be initiated for non-intentional violations related to traveler communications.
Guest registration must be done through SES.HOSPEDAJES nationwide, except in Basque Country and Catalonia. It replaces data submission to Guardia Civil and National Police.
This could be due to various reasons. First, the platform has experienced micro-outages since launch, preventing access.
Also, your browser might be cached — clear cookies/cache or try a different browser.
If it still doesn’t work, contact SES.HOSPEDAJES technical support.
If SES.HOSPEDAJES is down, retry later. Technical outages are not accepted as excuses. Use tools with automatic retry queues that resend when the platform is back online.
The National Police’s WEBPOL platform and Guardia Civil’s hospederías registration have stopped service. Both now display a message stating guest communications must be done through SES.HOSPEDAJES.
According to the Ministry of the Interior, December 2, 2024 was the definitive date for mandatory platform use.
To find your landlord code, access SES.HOSPEDAJES and, as in Step 1, click the @ in the “Access to Establishments and Entities Registration” section.

Then go to “My registration data” in your profile — you’ll see the code there, as shown below.

On the SES.HOSPEDAJES platform, click “Access to consultation and submission of accommodation or vehicle rental activity communications” on the “@”.

Next, in “New communication,” click “Fill form.”

Continue by selecting the establishment (if you have multiple) to see its code, then select the communication type — in this case, “Traveler Form.” Click the yellow “Continue” button.

On the next screen, under “Establishment information,” you’ll find the “Establishment code.”

If you didn’t receive the access email or forgot your password, go to the “webservice user” section to see your username and change the password by clicking “change password.”
