
When managing properties intended for tourist accommodation in Catalonia (whether hotels, tourist apartments, hostels, campsites, etc.), it is mandatory to register all guests at check‑in, including minors and babies. Since 2 December 2024, Catalonia has maintained its own system for the documentary registration of travelers through the Mossos d’Esquadra platform, in compliance with Royal Decree 933/2021. This digital platform unifies and replaces older systems and ensures correct communication and compliance with legal obligations, meaning that tourist accommodations located in Catalonia are excluded from the obligation to use the national SES.HOSPEDAJES platform.
With the entry into force of Royal Decree 933/2021, Spain implemented the SES HOSPEDAJES platform for nationwide guest registration, except for tourist accommodations that must register travelers via the dedicated platforms of the Mossos d’Esquadra or the Ertzaintza.

With digital tools such as Check‑in Scan, you can register all travelers (including minors) with the Mossos d’Esquadra fully automatically thanks to a direct integration with the police system. Remember that in Catalonia you DO NOT have to register travelers in SES.HOSPEDAJES.
The basic process to start using the Mossos d’Esquadra guest‑registration system is as follows:
1) First, go to the Mossos d’Esquadra traveler‑registration website. In the upper left area, click on “Alta de establecimiento” (Register establishment).

2) Once you have filled in the form, click on “Aceptar” (Accept) and then print two copies of the completed form.
The printed documents must be submitted preferably to the Regional Administrative Police Unit (URPA). If this is not possible, you can deliver them to the nearest Mossos d’Esquadra police station. The printed forms must be accompanied by the owner’s ID document (if the owner delivers them personally) or a copy of it (if delivered by someone else).

In the official traveler‑form templates of the Generalitat de Catalunya, it is mandatory to register all guests who will stay at the property, including minors and babies.
Once guests have completed their traveler forms, they must be submitted to the Mossos within 24 hours of the start of the stay. If, for a justified reason, you are unable to submit the forms within this period, you must send a letter addressed to the Director General of the Mossos d’Esquadra, which can be delivered at the nearest police station.
To avoid any issues with the authorities, many property managers use automated systems to generate and send traveler forms electronically, ensuring deadlines and formats are respected.
According to current regulations, owners are never exempt from archiving traveler forms in physical or digital guest books. Each guest book must contain at least 100 pages and no more than 500. These books must be stored for a minimum of 3 years and each traveler form must include the date of issue. No traveler forms may be recorded before the guest’s arrival; they must be completed “in situ” to avoid registering data for guests who ultimately do not check in.
Physical or digital guest books must be archived for at least 3 years, preserving the integrity and confidentiality of the data in compliance with data‑protection and public‑security regulations. It is also expressly reminded that no entry form can be recorded before the guest’s actual arrival, ensuring accurate, real‑time control of occupancy and identity at the moment of check‑in.
